Haddonfield Zoning Board: Turf Backyard Approved in October, Two Additions Await Decisions
The board let a 3,100 square foot turf yard go in without deciding whether turf counts as impervious. Here's what that means and what's next.
Haddonfield's Zoning Board of Adjustment approved a 3,100 square foot artificial turf yard at 27 S. Hinchman Ave. on Oct. 20, but it didn't settle the bigger question of whether turf counts as impervious coverage. The same night it heard two home additions, on Oak Avenue and Lane of Acres. Written decisions on those haven't been posted yet, and the board meets next on Tuesday, Nov. 17.
The turf question, and why neighbors care
The owners of 27 S. Hinchman Ave., Travis and Karly Konecny, asked the board for two things, per the agenda. First, an interpretation that artificial turf is not impervious coverage. Second, if the board said no, a variance from the borough's maximum impervious coverage.
NJ PEN reports the board went with the second path. It granted relief for this one property and did not rule on turf in general. Engineers for the owners argued the turf system drains stormwater better than grass and soil. Some neighbors worried about setting a precedent for replacing lawns across town. (Travis Konecny plays for the Philadelphia Flyers, which is why the story got attention.)
Why it matters to you: impervious coverage limits are about where rain goes. If you've been thinking about turf, this approval doesn't mean it's allowed by right. It means one homeowner got a variance after a hearing. Anyone else would still need to ask.
The other applications that night
- 225 Oak Ave.: Anthony and Erin Foursha sought bulk variance relief for an addition to their single family home, plus an attached one car garage.
- 65 Lane of Acres: David Fuller sought bulk variance relief for a second floor addition.
Outcomes for both weren't posted as of Nov. 4. The board usually memorializes decisions in written resolutions at a later meeting. On Oct. 20, for example, it adopted resolutions for 635 Redman Ave. and 115 Tavistock Lane, both heard in September.
